Yeah, I noticed that when I recently mass downloaded Solatorobo art.
Unless your keyboard is configured in such a way, there's no way you can put in that "é" without copy/pasting it.

OS X has a nice system for this that I wish Windows would adopt. You just hold a key to get accent marks relevant to that key (mine has a few more than normal because I have the extended keyboard enabled).

I write Pokémon fanfiction. And everytime I need the é when I write on Microsoft Office Word, I have it set as a shortcut via ctrl+alt+e.

ctrl-alt-e is actually a default keyboard shortcut in many layouts, but not the US keyboard.

What if you wanted to type eeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee? Do you just have to mash the keyboard instead?

Turn the setting off or copy paste a few of them, probably. Never found a reason to do that though
Punctuation still repeats though~~~~~~~~~~

Have you tried using alt and the numpad to put in é.
Should work if you hold alt and press 1 3 0

Yup. Just google "alt codes" and you'll find a ton of stuff about them.
Here's a couple links you might find useful:

Awesome. I may find a use for some of these.

Consider adding the US-international keyboard layout. It's a fairly natural combining setup (e.g. 'e becomes é, e becomes è, "e becomes ë, 'c becomes ç, ~n becomes ñ, and so forth). It also handles punctuation fairly fluidly, in that if you follow a bit of punctuation with a character it can't combine with it gives you the punctuation (to get the punctuation when followed by a character that it *can* combine with, as in my demonstration in parenthesis, just press the spacebar after the punctuation). It also turns the right alt key into AltGr, which can be used for "certain accented letters and other useful glyphs":https://en.wikipedia.org/wiki/File:KB_US-International.svg.
