Thank's for the heads up! Quite an awkward ordeal seeing cum_smuggling from e621 alongside actual real world news of semen smuggling. Could consider other alternatives due to this.

A less populated variant is cum_in_partner's_panties and a similar tag I think that was established at the same time as cum_smuggling for this purpose is cum_in_partner's_clothing. The former looks to be a good substitute with possible variant cum_in_another's_underwear to use the generic "another" instead of "partner".

Also, cum_in_underwear should already adequately cover the aforementioned scenario.

Some established the cum smuggling tag here in e6 to specifically identify to this depiction because not all cum_in_underwear depict a character cumming into another's panties or underwear esp. with the partially lowered underwear depiction. With this, I suggest definitely getting a distinct tag for this.

Anything involving cum_in_x's_underwear implies that there is a second character involved.
However, I can see a lot of solo posts in cum_smuggling that just show one character wearing underwear that has either been cummed on or using it to stop leaking cum that is already inside them.

Regardless, cum_smuggling does not sound like a good tag name for the reason I mentioned in my last comment and also that it could be used for some actual cum smuggling.

I found a fun term called cumderwear, but it is probably not that helpful.
We could try going with wearing_cum_in_underwear since it is the most straightforward, but I'm open for better suggestions.

Cumderwear and wearing_cum_in_underwear sounds too close to cum_in_underwear and might be hard to distinguish from each other in TWYS manner.

I have a funny suggestion though for the cumming into partly lowered underwear tag - Pelton_shot in reference to the Pelton Turbine which is what the depiction kinda reminds me of.

Though, to save engineers from the embarassment of finding explicit Pelton-related material, I could also suggest tagging it as Peltin but googling it still hits something unintentionally.

Edit: for the purpose of a character wearing cummed in underwear, cumderwear and wearing_cummed_in_underwear are actually distinct enough it might work!
