Is this a feature request?
Do you want a system to prevent you from uploading at all if there are not enough tags yet?
Not sure, English is probably not their native language, to me it seems they are just pasting something they got written for their record. I think they want the requirement gone.

Yes, but not accurate.it should be not enough non-Implicit tags.

There are more exceptions than that, there are many reasons this isn't already a thing

I believe that failing to provide sufficient tag is an extremely selfish and irresponsible behavior.I am indeed not suited for this sacred work.I deserve all of this.Thank for your criticism made me a kinder person than before.

Yes, it must be expanded to 10,And they must all be non-Implicit tags.Uploading should be a slow and meticulous activity.This will encourage people to upload their content more slowly.

If you believe your upload is an exception, you can fill in your reasons in the exception reason section. You only have one additional opportunity to upload the exception you mentioned every two months.I apologize for my rudeness earlier. I just wanted everyone to be able to find what they were looking for through tags.
There are so many possible exceptions to this rule (such as a post that isn't zero pictured but has an extremely simple depiction of Kirby as little more than a pink sphere in a white void) that I don't think anybody is ever going to program anything that satisfies all possible cases.
You're just going to have to meet a reasonable standard as a human.

Yes,So you can upload one such exception post per month, and when you upload another post, you must fill in the reason for the exception.Thank you for your criticism. If you feel there's anything wrong with my solution, please feel free to point it out.

Raising the barrier to entry on uploading posts is one of the surefire ways of killing the site, if we can get people in who don't meet the rule we can massage them into meeting it, rather than turning them away immediately because they are unfamiliar with how the site works
This really isn't a big of a deal as you're making it out to be, and carving out singular exceptions or requiring reasons just makes the system more complicated and raises that barrier
If people are repeatedly violating rules and not correcting their behavior they get punished, simple as that, we don't need anything more
I also would not be surprised if we saw a large uptick in junk tag creation if a hard limit were imposed, which is the same kind of reason we don't have DNP notices on the upload page, we don't want people trying to circumvent these things right out of the gate, which makes finding the actual problem users extremely difficult
