Topic: would an "advertisement" of "im bored and wanna draw random people's OC's be okay?

I checked over the rules for advertising and as far as i can tell it's only really applying to uploads that are **just** advertisements with no art/very little art.

But does that apply to the forums as well? I could just be stupid and have missed something but like I didn't see anything.
