anthro is best thought of as being more about the body than the face. In my mind, a character covered in feathers, fur, scales, etc, or have other anatomical features throughout their body of a non-human animal, is typically considered anthro. Anthros don't always have a snout, or digitigrade feet, or claws, and they can have humanoid hands and feet, etc. And a character with animal ears, a tail, or even a full animal head, can be considered humanoid if their body otherwise looks human.

Also to clarify, we don't tag anthro, humanoid, etc, based on who the character is. We tag based on how they look in a given image, so it's not really a matter of whether Chiku from Fredina's Nightclub is humanoid or anthro, but whether a specific post of Chiku makes her look anthro or humanoid. The same character can sometimes be tagged humanoid and other times be tagged anthro depending on how they're drawn or rendered.

I would probably put it under It Depends™. The face is a big part of the equation, but we've also got to consider the rest of what's visible. Of the two examples you shared, I probably would categorize those as humanoid as she does look very human-like in both but with chicken attributes in the first (tail and elbow feathers, although the second one probably ought to be deleted for looking like a funky-colored human or even a human in a costume thanks to that neck.

First one I'd say is anthro, given the presence of what appears to be feather tufts on her elbows along with tail feathers and feather-like fingers. The second also has something meant to simulate tufts on her elbows, though like Clawstripe says, the neck line gives a very strong impression of a human in a suit.
