According to the wiki, the tag applies when deliberately engaging in sexual activities. Does being semi-erect indicate enough arousal/sexual intent for the tag to apply? Someone else added the tag and I'm unsure if I should revert.

Not only are they gathering a lot of attention, but the white one is looking back, seemingly playing into the attention rather than ignoring it. As you pointed out, the blue one is semi-erect. The fact that they're getting so much attention suggests that nudity might not be expected there (of course, without further context, that can't be confirmed). It's a gray area, but it's probably exhibitionistic enough for the tag.

I would say yes, The character seems excited, has full on boner and this seems like scenario where the character has intentionally picked an outfit that never could cover her schlong or breasts for purpose of going to public to display herself, and seems to be getting off from the situation.
