As the title says, idk if I was supposed to tag feces on this post I uploaded

I mean the dialogue says "biggest poopies" but she's not pooping. It's just fluffspeak meaning she's giving a birth.
I tagged birth but not feces or pooping. I wonder if dialogue suggests something that's different from what's happening in the image, should I still tag according to the dialogue? In this case, am I supposed to tag pooping or feces?

Dialogue doesn't count, just what you can see in the image. After all, the character could be mistaken (as in your upload) or outright lying.

Ah nice nice. I was worried.
I also find it difficult to tag black and white images because fluids can be cum, blood or just plain water. If the context (maybe part of comic or sequence) affects the tag I think now it's easier for me tag.

To clarify, we generally follow the TWYS policy when it comes to "general tags" on posts (see e621:Tags and Tag What You See for more info).
This essentially means that whatever you tag must be directly visible on the post itself, and nothing is tagged based on an assumption or implied through dialogue.
There are a few notable exceptions that considers contextual cues and dialogue (e.g., obscured_sex, pet_praise, etc.), but they are only a handful and the majority of tags are still strictly bound by TWYS.

For black_and_white posts where they depict fluids, you can reasonably deduce by logic (not assume) what the fluid it is.
For example, a character visibly orgasms and a white fluid can be seen dripping, that would be cum.
Alternatively, a character could be doing anal_penetration and a dark fluid starts leaking out, it could be blood or even diarrhea but you are not entirely sure. In that case, it would be best to tag it as ambiguous_fluids.
