You can't delete tag entirely from site. Just remove it from post and move on.
Odds are they thought they'd made a tag edit but it didn't save for some reason.

However, for future reference, you don't need to delete it. We get accidental tags like this all the time, frequently from typos or forgetting underscores. All you need do is correct your error and that's it. The now-empty tag will just vanish into the dusty recesses of the server without a problem.

There's a tip for doing a new artist tag, you can type "artist:nameoftheartist" so you can create a new artist tag without having to do all the work to change to that type from general, that can also work for "character:nameofthecharacter" too, there's also "copyright:name" but probably if it isn't something really obscure there's already a tag for it here.
