Reason: penile_masturbation has become an umbrella tag since it's not exclusive to only hands, since characters can stimulate their penis with their feet/tongue/tail/etc. there should be a standalone tag for hand stroking your own penis

Manual masturbation tag exists. I think it would work well enough together with penile masturbation tag to find what you are looking for. Though it's very underused tag.
