do commissioner tags belong in the Copyright type or the Contributor type?
They belong in invalid_tag.
Neither. Except for Whitekitten, we don't keep commissioner tags.
(Whitekitten is a special case due to many people not liking the content of their commissions and thus wanting to blacklist them specifically.)
And no, we're highly unlikely to be adding any other exceptions; Whitekitten has wildly extreme content in their commissions, & it's worth respecting legacy blacklists to keep it.

I actually kinda question whether we even need to have the whitekitten tag. the commissions really aren't even that, like, uniquely extreme. it really is just kinda standard rape, ryona, snuff, lesbian_correction and occasionally prep_vore and some other stuff, all things that we already have tags for.
I'm a big fan of consistency in enforcement, so I really wouldn't be opposed, but I'll defer judgement to more senior staff on the matter; I will say it's been considered internally more than once, but there's contextual complexities that favor preserving the tag.

While I was staff and campaigned to get rid of the tag, any conversation about getting rid of it got near instantly shut down so it seems like it isn't even on the table, despite it being a glaring inconsistency that as you said should be covered by other tags

Not a mod of past or present... but I'm all for it being removed. Just feels a bit weird to point at a specific lavish commissioner and go "You, yeah you! Your commissioned works are so gross, weird, and yucky that it needs a special label so more people can avoid you easier!". Maybe I'm just viewing it in the most bad faith way possible, but that's just how I see after reading Aacafah's take.
And this isn't even coming from someone who doesn't engage with that tag... Personally I've used it to specifically look at their commissioned works since I usually like some of it, despite the extremity. And you know how I avoid the things I don't like from their catalog? I blacklist those tags like anyone else would.
So... yeah removing it would inconvenience me, honestly, even if not in the way it might others. But I kinda care more about consistency here since this site is usually absolutely the crème de la crème when it comes to tagging (despite what some disgruntled people might say). And I feel the "because many don't like it!" reasoning just feels way too opinionated and frankly, the absolute opposite of TWYS.
If whitekitten was created today it would be invalidated. For that reason alone I see no reason to keep the tag.
IMO the best thing to do with it would be to put all posts with whitekitten in a set and then invalidate the tag. That way the posts are still grouped together but with none of the disadvantages of them being grouped by a tag.
sets should be considered for collecting commission art frankly
