Probably not, since that is not what the default blacklist is really for and it would hide a significant chunk of content from users who are unaffected by it (not to be insensitive).
Videos do not autoplay to begin with so the only hazard is people clicking on GIFs with epilipsy_warning on them.
Perhaps a better solution would be to introduce a new feature that automatically blurs posts tagged with epilipsy_warning, which can be turned off by clicking on it or having it be permanently toggled off in the settings.
Though that will depend on whether or not the site's developers could get around developing it in the first place.
Alternatively, we could ask new users on sign-up whether they suffer from photosensitive epilepsy and then automatically include epilepsy_warning into their blacklists.
as someone with with Epilepsy (which triggers randomly, yay), i'll say no because it wouldn't be a good idea to accommodate to epileptic since such accommodations can make it harder for normal people to use such objects, doors, etc. as generous as it would be to try and help disabled or people at risk of hurting themselves, such designs would end up hindering more people than the possibility of helping people with photosensitivity, ergo you should at least be aware of how to treat seizures and make sure you can do so while waiting for an ambulance, instead of trying to proof your location for them.

I think they are talking more of a mandatory step to finish setting up one's account.
Hmmm... I kinda like it; could also help kill off a lot of complaining if the whole "don't like it, blacklist it" concept was frontloaded along with presenting some hand-picked suggestions & linking to the suggestions & blacklist pages.
