knot applies to knotted_dildos as well as knotted_penises. Though even then, I don't think all knotted_penises are necessarily always animal_penises or animal_genitalia, if it's a fully fictional phallus (i.e. not based on a real animal's penis).
Humans don't have knot
Have we as a society learned nothing from Omegaverse / A/B/O???

I understand all your arguments and I agree. The thing I don't know is: why sheath have a implication to animal_genitalia? I thought if sheath > animal_genitalia, then knot > animal_genitalia. What's the difference beetwen sheath and knot for only one be considered animal_genitalia?

Simply put, sheath is basically the animal-version of the foreskin, so an implication makes sense.
On the other hand, knot is a bulbous penile feature that may appear on either genitalia (i.e., knotted_penis) or non-genitalia (i.e., knotted_dildo, knotted_tentacle, etc.).
Moreover, we only tag animal_genitalia on known forms of animal_penis or animal_vulva (e.g., canine_penis, equine_penis), instead of the individual penile features themselves (e.g., penile_spines, flared_penis, medial_ring, etc.).

Ya know, I hadn't thought too much about the sheath implication, but it probably shouldn't be there. There are examples that have as much to do with real animal anatomy as fantasy dragon penises with knots:

It can also be argued that, at least in some depictions, the typical 'anthro' sheath veers more into a hybrid/modified form than straight up animal.

Don't you think the same arguments for knot apply to sheath? For example: I can draw a sheath with a humanoid_genitalia, or a penis_tentacles. And I know there's not a tag for "sheath_fleshlight", but there's a tag for sheath_penetration so nothing stop me to draw a penetrable_sex_toy in the format of a sheath. In conclusion like you said sheath is a animal-version of a foreskin, and I could use this foreskin with diverses genitals like humanoid_genitalia and hybrid_genitalia so like you also said this could be "the individual penile feature".

That's the exactly what I think. Thank you for the visual examples!

I do not see how that argument can be applied in the same fashion as knot.
Sheath is strictly genitalia only and does not include any sex toys.

To be fair my reply was mostly joking lol. Maybe tone tags might've been a good idea for me to use, who knows? Tone is hard over text.

...why can't a sex toy have a sheath?

Beyond fictional contexts, real sex toy sheaths exist

Because the current wiki definition doesn't allow or accommodate it, unlike knot.
Allowing sheath to be used on sex toys, instead of properly splitting up the genitalia and non-genitalia uses (like knotted_penis & knotted_dildo), will set a far larger precedent than one expects.
It will also open up similar discussions to unimply genitals/animal_genitalia from other tags (e.g., balls, vulva, genital_slit) just so it may fit with this new precedent.

I mean, that is what we did with knot. The tag was just for the structure on a penis and not dildos, until the wiki was changed and the implications updated to create a separate knotted_penis tag alongside knotted_dildo. As long as it's worth tagging a dildo with a sheath/slit/balls/etc, it would seem that precedent has been set already.

I feel like the function that a knot has during sex (knotting, knot fucking) are still applicable when a knot (artificial or otherwise) is part of something other than a penis, and therefore it's worth taging. whereas a sheath being part of a dildo isn't really functional in the same way, it's merely a cosmetic feature.

Don't worry I thought it was funny, but still a valid point

There are multiple sex toys where the sheath is the whole thing. Not to mention clothing and costumes:
