So I want to create a pool for this comic https://e621.net/posts/6251230 but I'm not sure what I put in the "posts" section. Do I just copy all the post IDs and paste them in, ordered page 1 to page 21?

Pretty much, although you can add them one by one by going to the post's page and selecting Add to Pool in the drop-down.
