Make tag editing easier
-automatically tag posts missing artist tag with unknown_artist
-automatically tag posts missing a form (anthro, human, humanoid, feral, semi-anthro, waddling_head, taur, merfolk, split_form, serpentine etc) tag with form_request (zero_pictured would be considered a form under this)
-ability to add tags to multiple posts at once through a request similar to a BUR, with a maximum of 100~ posts and 5 tags added to all of them. This would make it a lot simpler to tag frequently missing tags. Abuse of the system would bar someone from using it.

I'm not sure what you mean by this? Users can't remove flags nor close tickets

This would just be wrong and unhelpful in many cases, arttags:0 is a lot easier of a search than the entirety of unknown artist

I also don't see any benefit in this, beyond that it would either either be a static system which takes weeks to get updated if something about tagging changes, or some new system is made which takes weeks to implement and review for little gain, we can search 40 tags at a time, just exclude all of the form tags in a search

Tag Scripting already exists for privileged users (and is significantly more powerful), and the AIBUR queue is literally years long, creating another queue just for applying tags to posts puts more load onto often already overloaded staff

The privileged users are often the people tasked with actually upkeeping the tagging infrastructure of the site, if some mass tagging effort is needed just announce it on the forum and I'm sure multiple will show up

I see some problem with this one.
arttags:0 are sometimes self-uploading artists forgetting to tag themselves, or to change tag category.
It'll be harder to find them if the system automatically adds unknown_artist and you can't tell if uploaders added it intentionally or not.

+1 for this if it's possible.

Just go grab your closest privileged user, they have no limit on tag edits and can thus edit thousands of posts in an hour (the theoretical maximum is 5400 assuming perfect conditions, 7200 for former staff+, though realistically they would probably manage 3600 at most), and they don't need a staff member to step in and approve anything, which would likely take weeks if not months to years

Sorry. I didn't see your post before mine because I was typing for a very long time. :(
But yeah you're right. Maybe topic #23571 is a good place to ask for it?
