detached sheath
When a character with a penis clearly has a sheath rather than a foreskin or genital slit. But it hangs down, clearly floating free or is otherwise just attached primarily at its base, rather than being attached to the belly/torso along most of the sheath's length.
Commonly seen as the sheath for a feline penis.
