Does anyone know where the “Frequent Tags” option in the settings pops up? I haven’t been able to find it when searching.

It appears on the uploading page (Click Related: Tags after typing at least 1 tag.)
Or it appears when you edit tags of an existing post.
Afaics it doesn't appear when searching posts.
