They mean the exact same thing and only a few pictures have been tagged with "comando" (even though it should probably always have been "going_comando", but is there a general way to go about proposing and enacting a change like this?

Typically, you would search the forum first to see if something like this has already been suggested, before using the AIBUR system (i.e., Alias, Implication, Bulk Update Request) to suggest for these changes to be made.
In this case, this has already been suggested before on topic #57980 but it is still pending approval, so you can go over there and throw in your vote.
