create implication fist_on_hip (279) -> hand_on_hip (72746)
create implication fist_on_hip (279) -> fist (21879)
Reason: I think these are logical. fist_on_hip uses the same pose as hand_on_hip, so it makes sense to consider it a subtag.
Do we need fist_on_hip as a distinct tag? Seems unnecessarily specific when "hand_on_hip fist" is probably good enough, if not or better from fist_on_hip being so undertagged, and dealing with ambiguities like

(would those count as fist_on_hip? since it's more the back or side of the wrist than the fist itself)
