No, read the wikis for both tags carefully.
You can have a border surrounding the image itself and it is often simple and consists of a single colour only.
On the other hand, you can have a picture_frame surrounding the image itself as well as being an object within the scene itself. It is often of a more elaborate design, akin to an actual physical picture frame.

Well the thing is the wiki description for the picture frame tag says "or simply put a physical frame", which definitely could be read as meaning that it only applies to physical frames.

Yet, you can also see thumbnail examples which show it is not just the physical frame we want, but also any artistic depictions of picture frames within the artwork itself.
The following line "A picture itself may also contain a picture frame" should have clarified this.

Not really? Since any picture showing a physical picture frame matches that description.
But would there be any objections if I rewrote the picture frame description to be a bit clearer? Also, do all physical picture frames get the picture frame tag regardless of how simple they are?

Yeah, you can rewrite the wiki to be more concise if you want. Just don't remove any of its existing valid uses.
A simple picture_frame, either within or around the artwork, can be included as long as it is distinct from a simple border.
