While from the first look the implication looks valid bottomwear states that only "Clothing worn on the lower and outermost part of the body" qualifies, which panties do not qualify for
I suspect the implication was added through the thought of anything on the lower body being "bottomwear" and underwear not being able to imply it because of bras, but that isn't how the tag is used
Ah, it was one of DDM's infamously huge BURs that went largely unchecked before approval
