Presumably like other *_exposed tags, it's for when the pubes should be covered with clothing, but the clothing is moved aside, ripped up, or they're sticking out from it. Like this:

as opposed to pubes simply being visible. Although it seems there's quite a few mistags, being used on posts of nude or bottomless characters, which it shouldn't be.
