And that's not even taking into consideration that the tag refers to any underage character. In it's strictest form, that could mean up to 17! 17-year-olds usually have fully developed hips. It's safe to say if there is an argument to be had, it's probably worth tagging it as cub.

you can't see hips? thats why i noted the significant hips that were illustrated. tag what u can see... i dont see any cub only short developed female, no school uniform, toys or lack of breast.
