This is untrue. People refer to boobs as "fat sacks" sometimes as a humorous oversimplification, but breast tissue and fat are not the same. While there can be fat deposits in the breasts, like anywhere on the body, you might notice that women with trigger warning anorexia or similar disorders/conditions will not completely lose their breasts because they are not made entirely of fat.

HRT helps the body to create breast tissue where there previously was none due to all humans, not just cis women, having a genetic set of instructions for a certain variable breast size that is only accessed by having an estrogenized body. Cis men will never know what breast size they would have, but the instructions to slowly create them over the course of several years should the resources (hormones) appear, are still in their genes.
